I certainly have not seen anything like that happening in Florida. In fact every HOA has a mandate that have to have a lawn and it must be well maintained.
I leave mine fairly natural. We actually have a lot of clovers growing... and random grass looking stuff that probably isn't actually grass lol we do throw grass seeds around every now and then for a mixed turf for the dogs, but we don't care if we have 'weeds.'

Cherry, it is a Home Owner's Association. They are there to enforce the rules of the development and upkeep the common areas.

It usually lifts and moves well.... I brought some back that was different from a walk we like. It was going great, then the birds decided they wanted it for nesting. lol

Are you talking about the chairs? They look kind of imposing, don't they?
They are one of my proudest purchases. $27/piece , wide, comfortable when I throw in a cushion and blanket. When it rains, I just take the accessories inside and leave the chairs to be washed naturally.
