Quite often people like Vicky are housed in areas of roughly similar people. The people do tend to put up with so much before one of them decides that the law is not going to do anything and they step in and put her in her place. Different levels of society have different ways of doing things but to anyone enough becomes enough.
I don't think it's so much choosing where she lives as to choosing how she fits into society, or not. The difficult thing is that she is more reacting to events rather than approaching with empathy and reasoning.

My friend is moving to Birmingham next year.
It's strange but I'll miss her. But she knows it will soon be time to move on: she isn't happy where she's at. The town she lives in is hostile and she needs a new chance at life.

I really hope that she can turn her life around change her attitude and make friends instead of enemies. The town is hostile towards her now but really she is the one who is created the problem she needs to realize that she has to clean up her act if she wants to succeed in Birmingham.

I am a bit suspicious of this new boyfriend: his photo is too good to be true. I think he's used a photo of a male model. I didn't tell Vicky this, of course. But that photo is fake: I am positive of this.
He says he lives in London and is from Greece. But it could all be fiction.

I almost wonder if the moving away and the boyfriend are symptoms of the same thing and neither may have been true. When things move on someone who has difficulty integrating with society may well look for other ways to get noticed, but I suppose it is likely true to say a move may be a good option in the short term. In practice though someone who cannot communicate well usually soon ends up in the same position as before. Their main chance is that they mello with age and meet someone who cares or has feelings for them.

AND is trying very hard to make her life right. I do think Vicky will always have a roof over her head. She's too smart to be arrested and put in prison. She is just a vulnerable woman caught in an impossible situation. If it were me, I'd feel the same as Vicky.
It also goes to show: how much do I choose? What freedoms do I really have? What would happen if I got angry in public? Or if I were targeted by my neighbours? Where would I go? Where would I run? Not all of this is Vicky's fault.

Ill admit I dont agree with you on this one. My friend who lives in Surrey is still in that nasty bed sit. She's now been told that she will soon have to move because her block is being sold off she has no idea where to or what dump they will put her in and she has never put a foot wrong in her entire life. Vicky brings most of the troubled down on herself she's aggressive and antisocial. Being targeted by her neighbours is entirely her own fault, she has caused so much ruckus im surprised that somebody hasn't done something serious to her. Shes been abusive to all kinds of officials from police to social workers and yet here she is getting another house and more help.
Sorry but I feel there are many other people who deserve this help far more than she does she has proved that bad behaviour gets you rewards and that is not right.
