I am well aware of that and know people who have had difficulty with the council dragging their feet over payment.

Like the road I went down the other day, I imagine you have been down lots of those little country lanes which, although fairly quiet so you can drive down the center of the road avoiding the long lines of potholes on either side, you dread ever meeting a juggenaught coming in the other direction, or even a car, as it often happens at a dodgy spot. I don't know how the council can fail to know about them. Lack of due diligence! They maybe could have the option of erecting temporary signs or resticting use to smaller vehicles but they don't. That to me is negligence
